Local Heroes Transform Chester County: Meet the Champions Keeping Our Communities Beautiful

WEST CHESTER, PA — Chester County Commissioners Josh Maxwell, Marian Moskowitz, and Eric Roe celebrated the achievements of two local honorees during this week’s public meeting, recognizing their outstanding contributions to community beautification efforts as part of the Keep Pennsylvania Beautiful program.

Dave Shirey of New London Township was named “Volunteer of the Year” for his exceptional dedication. Over the past eight years, Shirey has championed an annual litter cleanup initiative across 80 locations in southern Chester County. The effort mobilizes more than 100 volunteers under his leadership, assigning tasks and ensuring the event’s success. Each year, Shirey’s initiative continues to expand, reflecting his unwavering commitment to the cause. Kelly McDowell, a previous award recipient, praised Shirey’s character, saying, “He is a wonderful person who always stops what he is doing to come pick me up if I walk too far during a cleanup. He has never given up hope that individuals will step up to maintain the beauty of Chester County.”

Recycling Services, Inc. (RSI), a non-profit based in North Coventry, received the Community Partner of the Year award. The organization played a vital role in the county’s campaign sign recycling event last November. RSI provided their site as the drop-off hub, supplied volunteers, assisted in unloading and sorting materials, and ensured the recycling of over 600 pounds of plastic and more than 4,000 pounds of steel collected during the initiative.

The awards were presented by the County Commissioners alongside Keep Chester County Beautiful staff members Ryan Mawhinney and Carrie Conwell, highlighting the significant environmental impact made by both Shirey and RSI. The recognition underscores Chester County’s commitment to preserving the region’s natural beauty and supporting community-led conservation efforts.
