West Chester Hit-and-Run Suspect Apprehended After Police Chase

WEST CHESTER, PA — In the early hours of November 10, 2023, West Chester police responded to a hit-and-run incident involving multiple vehicles in the 700 block of S. Walnut. The alleged offender, Joseph Lipkus, a 21-year-old male from Clarks Summit, PA, was subsequently apprehended following a police pursuit.

The criminal complaint alleges that after locating the striking vehicle in the 500 block of S. High St., officers attempted to conduct a traffic stop. However, the vehicle failed to yield, leading to a pursuit. Eventually, officers successfully stopped the vehicle and took Lipkus into custody.

Lipkus was transported to the West Chester Police Department where he was processed on multiple charges, including Fleeing or Attempting to Elude an Officer, Driving Under the Influence, Disorderly Conduct, and other related charges. Following his processing, Lipkus was transported to Chester County Prison for arraignment.

The charges against Lipkus are serious and numerous. They include reckless driving, failure to stop and render aid, failure to report an accident to police, carrying a false identification card, and restriction of alcoholic beverages. Additionally, Lipkus is facing two counts of signaling improperly and one count of careless driving.

A preliminary hearing for Lipkus is pending at District Court 15-1-04.
