Two Men Charged in Shocking Wilmington Shooting—Were Victims Caught in the Crossfire?

WILMINGTON, DE — Police this week charged two men in connection with an alleged shooting incident that left two victims injured in November 2024.

The incident occurred on November 7, around 6:16 p.m., when officers from the Wilmington Police Department responded to the unit block of East 23rd Street following reports of a shooting. Upon arrival, authorities discovered two gunshot victims—a 39-year-old man and a 30-year-old man—both of whom were transported to the hospital in stable condition.

The case was assigned to Detective James Rook from the Criminal Investigations Division, whose investigation led to the identification of 24-year-old Melvin Keys and 19-year-old Kyon Harvey as suspects. Both men were already in custody at the Howard R. Young Correctional Institution on unrelated charges at the time.

Keys faces multiple charges, including two counts of first-degree assault, possession of a firearm during the commission of a felony, possession of a firearm by a prohibited person, and second-degree conspiracy. He was arraigned and remains in custody with bail set at $164,000 cash-only.

Similarly, Harvey has been charged with two counts of first-degree assault, possession of a firearm during the commission of a felony, possession of a firearm by a prohibited person, and second-degree conspiracy. His cash-only bail has been set at $322,000.

Authorities remind the public that all charges are allegations and that the accused are presumed innocent unless proven guilty in court.
