WILMINGTON, DE— Police have charged a 17-year-old male after recovering a stolen off-highway vehicle during an incident on March 25. The case serves as a reminder of local regulations concerning the operation and possession of such vehicles.

At approximately 2:37 p.m., Wilmington officers patrolling the 2400 block of Pennsylvania Avenue observed the juvenile in possession of an off-highway vehicle.
