Serial Deportee Faces Prison for Repeated Illegal U.S. Reentries

PHILADELPHIA, PA — Jesus Del Orbe, also known as “Angel Cabrera-Santiago” and “Jesus Valdez-Del Orbe,” was sentenced on Tuesday, March 4, to 21 months in federal prison for illegally reentering the United States after deportation. The 55-year-old Dominican citizen was also sentenced to one year of supervised release by U.S. District Court Judge Joseph F. Leeson, Jr.

This marks Del Orbe’s third conviction for illegal reentry, following prior offenses in 2017 and 2019. According to court records, he had been deported on three occasions—in March 2016, February 2018, and November 2020—without seeking legal permission to return.

Immigration and Customs Enforcement (ICE) officers arrested Del Orbe in July 2024 while he was working at a Philadelphia tire shop. Prosecutors highlighted his repeated defiance of immigration laws, noting his pattern of reentering the country unlawfully after removal.

Acting U.S. Attorney Nelson S.T. Thayer, Jr. expressed the federal government’s determination to address such violations. “Mr. Del Orbe has repeatedly and deliberately entered the United States illegally, in contravention of our immigration laws. We will continue to work to hold such serial lawbreakers accountable,” he said.

Brian McShane, Acting Field Office Director for ICE Enforcement and Removal Operations in Philadelphia, emphasized the importance of enforcing immigration laws. “The repeated illegal reentry by Jesus Del Orbe demonstrates a flagrant disregard for our nation’s immigration laws. This sentence underscores our commitment to upholding the rule of law and integrity of our immigration system,” McShane stated.

The investigation was conducted by ICE Enforcement and Removal Operations, and Assistant U.S. Attorney John J. Boscia led the prosecution.
