Philadelphia Man Convicted of Dealing Heroin & Fentanyl, Exposed by Undercover Detective

WEST CHESTER, PA — On Friday, a jury Chester County jury convicted 35-year-old Walter Williams of Philadelphia, PA, of multiple counts of possession with intent to deliver a controlled substance and conspiracy for selling heroin and fentanyl to an undercover detective from April 2022 until May 2022. The defendant was also convicted of possession with intent to deliver a controlled substance after police executed a search warrant at a hotel where he was staying. Police recovered over 106 grams of fentanyl, 46 grams of cocaine, and 1,000+ new and unused baggies, cutting agents, and narcotic packaging materials including scales and electric mixers. He will be sentenced at a later date.

“The defendant brought this deadly poison from Philadelphia into our county and that will never be tolerated. Our community is safer now that he will no longer be trafficking drugs here. We thank everyone involved in this investigation and prosecution who helped us obtain justice,” said Chester County District Attorney Deb Ryan.

According to prosecutors, in March of 2022, members of the Chester County Detectives Drug and Organized Crime Unit and the High Intensity Drug Trafficking Areas (HIDTA) began investigating allegations about a man from West Philadelphia known as “Mills” or “J,” who made drug deliveries to people in Chester County and surrounding areas. During the investigation, police got his phone number and found the vehicle he operated during the drug deliveries. “Mills” was later identified as the defendant, Walter Williams.

Three controlled buy operations took place in East Bradford, Chester County between April 2022 and May 2022. During these exchanges, an undercover detective contacted the defendant to purchase bundles of heroin and fentanyl. A fourth controlled buy operation was arranged to purchase 20 bundles of heroin and fentanyl but never took place. While arranging the controlled buys the defendant stated that he was in possession of other illegal substances, including powder and cocaine that was for sale.

On May 19, 2022, the defendant was contacted to make arrangements to sell 20 bundles of heroin and fentanyl and agreed to meet in Coatesville, Chester County to complete the sale. The defendant later changed his mind about the delivery location and requested to meet at the Hillside Motel, on Baltimore Pike, Glen Mills. That sale was not completed.

On May 23, 2022, another drug transaction was agreed upon but the defendant wanted to meet in Philadelphia. Later that day, Chester County Detectives and Pennsylvania State Police (PSP) Troop K Vice set up surveillance at the Hillside Motel, Glen Mills, Delaware County. The defendant and another male were observed leaving the hotel and got into the same vehicle used during other drug deliveries. The defendant was stopped and arrested by PSP. The other person in the car was identified as a juvenile.

A search warrant was executed on the hotel room and vehicle later that night. Police found over 106 grams of raw fentanyl, approximately 46 grams of cocaine, 90 individual baggies of fentanyl, over 1,000 new and unused baggies, cutting agents, and narcotic packaging materials including scales and electric mixers.

The combined amount of fentanyl and cocaine seized from the defendant is capable of making over 5,000 lethal doses and has a street value of over $50,000.

Chester County District Attorney Deb Ryan commended the Chester County Detectives Drug and Organized Crime Unit and HIDTA for the investigation which led to the successful prosecution of Walter Williams. Deputy District Attorney Michelle Thurstlic-O’Neill and ADA Brittany Kane are the assigned prosecutors.
