OXFORD, PA — On December 1, 2023, at 1:49 pm, officers of the Oxford Police Department were conducting a well-being check on a female resident in the 400 block of South Street. During the check, they encountered Lawrence Phillips, a 31-year-old man from Oxford, who was known to have an active arrest warrant from Maryland.

The well-being check had been requested by family members of the female resident. After gaining access to the residence, police located Phillips and placed him into custody without incident due to his outstanding warrant.

Following the arrest, Phillips was transported to the Oxford Police Station. He was subsequently handed over to Constables for transport to Chester County Prison.

The Oxford Police Department wishes to remind the public that an arrest or a criminal complaint is not a declaration of guilt. Every suspect, arrestee, or defendant is presumed innocent until proven guilty in a court of law.
