NEWARK, DE — New Castle County Police have announced the arrest of 32-year-old Francis Flanigan of Newark after a January 2025 drug investigation conducted by the Mobile Enforcement Team (MET) and supporting patrol units. The case culminated in the execution of a search warrant at Flanigan’s North Star residence on February 25.
During the search at the 200 block of Mercury Road, officers recovered 24.5 grams of crystal methamphetamine, 11.19 grams of cocaine, 13 buprenorphine pills, three suboxone strips, and a loaded Glock 45 handgun. While the search was underway, Flanigan reportedly returned home and attempted to leave but was swiftly apprehended by police.
Flanigan was subsequently charged with multiple offenses, including two counts of manufacturing or delivering a controlled substance in a Tier 2 quantity and two counts of possession of a deadly weapon by a person prohibited. Additional charges include possession of controlled substances, possession of drug paraphernalia not for personal use, and breach of release.
Following his arrest, Flanigan was arraigned in Justice of the Peace Court 2 and committed to the Howard R. Young Correctional Institution in lieu of $59,400 cash bail.
Authorities emphasize that formal charges are not equivalent to a declaration of guilt. Flanigan, like all defendants, is considered innocent unless proven guilty in a court of law.
