Justice Advances: Second Suspect Arrested in 2017 Wilmington Murder

WILMINGTON, DEWilmington Police have announced a second arrest in connection with the 2017 murder of 34-year-old Jermaine Francois, following an extensive investigation by the department’s Cold Case Unit.

The case began on January 11, 2017, when officers responded to reports of gunfire in the 100 block of East 14th Street just after midnight. Upon arrival, authorities discovered Francois suffering from gunshot wounds. He was transported to a local hospital in critical condition but later succumbed to his injuries.

Years later, in April 2024, the Cold Case Unit made a breakthrough, identifying 30-year-old Robin Webster as a suspect. Webster was taken into custody without incident on April 23, 2024.

The investigation continued, leading detectives to identify a second suspect, 30-year-old Kenneth Bleen. After presenting their findings to the New Castle County Grand Jury, an indictment for first-degree murder was issued against Bleen on February 17, 2025. He was arrested the following day without incident.

Bleen now faces a charge of first-degree murder. He was arraigned in Justice of the Peace Court 11 and is being held at the Howard R. Young Correctional Institution on $1,000,000 cash-only bail.

Police stress that these charges are allegations, and both Webster and Bleen are presumed innocent unless proven guilty in a court of law.
