WILMINGTON, DE — A Wilmington man has been charged following an alleged altercation involving a firearm at the Valley Run Apartments on Sunday, February 23, 2025.
At approximately 12:49 p.m., officers from the New Castle County Division of Police responded to the 2100 block of Richard Place after receiving multiple reports of a fight in the roadway, coupled with accounts of a gunshot. Upon arriving at the scene, police observed a woman and child fleeing from a vehicle into a nearby wooded area. Officers stopped the vehicle, identifying the driver as 42-year-old Leon Winston, and safely located the woman and child.

Winston was taken into custody and transported to New Castle County Police Headquarters, where he was charged with multiple offenses. These include two felony counts of Possession of a Deadly Weapon During the Commission of a Felony, two counts of Reckless Endangering in the First Degree, and two misdemeanor counts each of Terroristic Threatening and Offensive Touching.
Following an arraignment at the Justice of The Peace Court 11, Winston was remanded to the Howard Young Correctional Facility on $96,000 cash bail.
Authorities are still seeking additional witnesses who may have been in the vicinity of Richard Place during the incident. Individuals with information are encouraged to contact Detective Matthew Donovan at (302) 395-2781 or via email at Matthew.Donovan@newcastlede.gov.
Police have emphasized that all charges are allegations, and Winston is presumed innocent unless proven guilty in a court of law.
