Florida Man Accused of Child Solicitation Arrested in Chester County Sting Operation

WEST CHESTER, PA — A Florida man has been arrested in Pennsylvania following an undercover operation targeting the alleged solicitation of sexual contact with a child. Chester County authorities detained James Richards, 53, of Satellite Beach, in a case described as both disturbing and complex.

According to investigators, Richards was charged with Attempted Rape of a Child, Trafficking in Persons, and related offenses. The charges stem from a sting operation orchestrated by Chester County Detectives, during which Richards allegedly traveled to the area with the intention of engaging in sexual acts with a fictional nine-year-old child. Those investigating the case stated the suspect agreed to pay $300 in exchange for such contact.

Richards was arrested on November 30, 2024, after arriving at a prearranged meeting point in Chester County, where he allegedly brought $300 and additional items as discussed during his communication with an undercover officer. Authorities report that these items included lubrication and candy intended for the child. Magisterial District Judge Timothy Arndt set Richards’ cash bail at $2,000,000 upon arraignment, and he is currently held at Chester County Prison.

The investigation began on November 25, 2024, when a witness contacted law enforcement, alleging that Richards had committed prior sexual offenses against a 10-year-old child in Florida, reportedly involving the child’s mother. Based on these allegations and the information that Richards would be in Pennsylvania for the Thanksgiving holiday, Chester County Detectives acted swiftly, setting up the operation that led to the arrest.

Chester County authorities are continuing their investigation and urge the public to come forward with any additional information about possible victims. Chester County District Attorney Christopher de Barrena-Sarobe emphasized the importance of community action in protecting children, stating, “We believe there is at least one child victim who we have yet to identify.
