HARRISBURG, PA — Rose Calese Horne, 44, of Levittown, has been sentenced to 18 to 36 months in prison after pleading guilty to posing as a licensed dental professional and conducting procedures she was unqualified to perform. The announcement was made by Attorney General Dave Sunday following her recent sentencing by a Bucks County Judge.
Horne, an unlicensed dental assistant, falsely claimed to have advanced certifications, enabling her to carry out complex dental procedures at three Bucks County dental practices between October 2022 and October 2023. Among the advanced functions she performed were installing crowns and bridges, administering local anesthesia, conducting root canal procedures, and filing down fillings. The investigation revealed she was not licensed by the Pennsylvania State Board of Dentistry, contrary to claims she made to her employers.
Her actions placed patients in significant danger, including at least five individuals whose X-rays she took without proper training or authorization. “The defendant put patients at risk by performing procedures for which she was unqualified and untrained,” stated Attorney General Sunday. “Licenses and certifications exist for a reason — to assure employers and patients the care being provided is legitimate and safe.”
Horne entered a guilty plea to felony prohibited use of a radiation source and misdemeanor impersonation of a holder of a professional or occupational license. Her fraudulent activities were uncovered through a thorough investigation by the Office of Attorney General, which revealed the breadth of her deception.
The case, prosecuted by Senior Deputy Attorney General Thomas Ost-Prisco, highlights the importance of ensuring all medical and dental professionals are properly licensed and trained. With her sentencing, Horne has been held accountable for the dangers she posed to unsuspecting patients.
