WEST CHESTER, PA — In a late-night traffic stop on N. High Street, West Chester Police officers arrested two Downingtown residents on allegations of drug possession and conspiracy.
On the night of January 20, at approximately 10:10 p.m., officers from the West Chester Police Department initiated a traffic stop in the 100 block of N. High Street. The driver, identified as 35-year-old Janice Garlo, and the passenger, 37-year-old Titoe Page, were allegedly found to be in possession of a large quantity of marijuana edibles and a significant amount of U.S. currency.
Garlo and Page were taken into custody without incident and transported to the West Chester Police Department. Following processing, they were subsequently transported to the Chester County Prison where they now await charges related to possession of a controlled substance with the intent to deliver. A preliminary hearing is pending at District Court 15-1-04.
Page faces charges of conspiracy, possession with intent to deliver, possession of drug paraphernalia, and possession of a small amount of marijuana. Garlo has also been charged with conspiracy, possession with intent to deliver, possession of drug paraphernalia, and a violation related to general lighting requirements.
As in all criminal cases, it is important to remember that these charges are allegations and do not constitute a declaration of guilt. Garlo and Page, like all individuals facing charges, are presumed innocent until proven guilty in a court of law.
