Delaware Man Arrested in Kennett Square on Outstanding Warrant

KENNETT SQUARE, PA — A traffic stop in Kennett Square led to the arrest of a Delaware man wanted on an outstanding warrant, police said.

On December 20, 2024, at approximately 12:49 PM, officers observed a white Ford SUV make a right turn on red at the intersection of South Broad Street and East Cypress Street, despite posted no-turn-on-red restrictions. Authorities initiated a traffic stop and identified the driver as 34-year-old Cesar Barreto-Quinones of Claymont, Delaware.

During the stop, officers conducted a records check through the National Crime Information Center (NCIC). The search revealed an active warrant for Barreto-Quinones issued by the Superior Court of Wilmington on December 13, 2024. Following protocol, the vehicle was legally parked, and Barreto-Quinones was taken into custody without incident. He was transported to Central Booking at Chester County Prison.

Barreto-Quinones now faces a charge of fugitive from justice. Authorities remind the public that all allegations are accusations, and the defendant is presumed innocent unless proven guilty in a court of law.
