24-Year-Old Arrested in Wilmington Drug Bust After Police Surveillance

WILMINGTON, DE — A surveillance operation by the Wilmington Police Department’s Drug, Organized Crime, and Vice Division led to the arrest of a 24-year-old man on drug-related charges last week.

The incident unfolded on March 26, 2025, at approximately 11:20 a.m., in the 800 block of West 8th Street. Officers observed a male individual allegedly engaging in drug-related activities. Upon making contact, they took Shamar Foster into custody without resistance. A subsequent search revealed Foster was in possession of 5.85 grams of crack cocaine.

Authorities have charged Foster with two offenses: Possession of a Controlled Substance with the Intent to Deliver and Possession of a Controlled Substance in Tier 1 Quantity. Following his arraignment in the New Castle County Court of Common Pleas, he was remanded to the Howard R. Young Correctional Institution, where he awaits further legal proceedings.

The police remind the public that a suspect, arrestee, or defendant is considered innocent until proven guilty in a court of law.
