This milestone, celebrated on January 2, 2025, represents the latest success in a multi-phase initiative focused on providing affordable, high-quality housing for low-income residents, seniors, and those with disabilities.
Led by the Todmorden Foundation in partnership with Woodlawn Trustees, Phase 5 introduces over 50 modern units specifically tailored for Wilmington’s senior population. The Flats, initially established in the early 1900s, is undergoing a comprehensive transformation into a vibrant housing community, complete with essential amenities such as on-site supportive services, free internet, around-the-clock maintenance, and a community center. The complete seven-phase project will deliver 434 units and serve as a model for sustainable urban living.

For seniors on fixed incomes, the HUD 202 funding guarantees they will not pay more than 30% of their income on rent, preserving financial stability alongside independence.

Key contributions came from organizations like the Rockford Woodlawn Foundation, Discover Bank, and Delaware State Housing Authority, providing more than $8 million in funding support.
