WILMINGTON, DE — Wilmington homeowners have another chance to secure up to $10,000 in home repair assistance as Mayor Mike Purzycki, Real Estate and Housing (RE&H) Director Bob Weir, and the Wilmington City Council announce the city’s second lottery for home repairs. The lottery registration opened recently and will run until March 15, with the drawing set to be televised on WITN, Channel 22 on the Comcast Network, on Tuesday, March 19 at 10:30 a.m.
This lottery is an extension of Wilmington’s commitment to aiding its homeowners in maintaining their properties, particularly those who might struggle with the financial burden of necessary home repairs. The initiative is part of broader efforts by local authorities to ensure safe and comfortable living conditions for all Wilmington residents.
To enter the lottery, homeowners are required to call the City’s 311 Customer Service Center and provide their name, property address, phone number, and email address. The 311 line will be open for registrations from 7:30 a.m. to 7:30 p.m. until Friday, March 15. Homeowners can also register online via the 311 reporting process.
Those who registered for the first lottery in December but were not selected for home repair assistance are eligible to apply again. However, homeowners who have received a repair assistance grant from the City within the last three years are not eligible for this lottery draw.
The December lottery saw 82 homeowners selected out of 85 available slots for home repair projects. This time around, 88 lucky homeowners will be chosen. Following selection, RE&H staff will review each winner’s income and other eligibility criteria before officially declaring them a participant.
The $1.7 million program focuses on helping those most in need, with income eligibility limits put in place. The income chart, effective from July 15, 2023, is as follows:

- 2 persons: $89,250
- 3 persons: $100,438
- 4 persons: $111,563
- 5 persons: $120,500
- 6 persons: $129,438
- 7 persons: $138,375
- 8 persons: $147,313
The assistance can be used for a variety of home repairs, including roof and HVAC repair or replacement, weatherization, window and door replacement, electrical or lighting repairs, plumbing, masonry repairs, structural or safety repairs, railing and safety issues, handicapped accessibility, and exterior painting, among others.
