WILMINGTON, DE — In a targeted crackdown on the illegal operation of off-highway vehicles, the Wilmington Police have charged a 19-year-old man.
The Special Operations Division Traffic Unit of the Wilmington Police Department has been rigorously investigating the unlawful use of off-highway vehicles over several months. On December 28, their efforts culminated in the execution of a search warrant at a residence in the unit block of Queen Avenue.
The police took Conner Reed into custody without incident in relation to multiple offenses connected with the unlawful operation of an off-highway vehicle. The charges against him serve as a stern reminder to the public about the city’s firm stance on such infractions.
Operating an off-highway vehicle on city streets, sidewalks or parks is a violation of both the Wilmington City Code and the Delaware Criminal Code. Such violations can lead to significant fines. Furthermore, all off-highway vehicles within the City of Wilmington must be registered through the Division of Motor Vehicles and equipped with an immobilization device, such as a wheel lock, at all times.
Off-highway vehicles, as defined by state law, include dirt bikes and ATVs, and their registration with the state is mandatory.
