Wilmington Homeowner Repair Lottery: A Chance for a Fresh Start in the New Year

WILMINGTON, DE — The city of Wilmington held its first Homeowner Repair Lottery on December 20, 2023. The lottery, which was broadcast live on the city’s TV station, WITN, Channel 22, saw Mayor Mike Purzycki and City Council President Trippi Congo, along with other city officials, draw the lucky numbers of 85 homeowners.

Approximately 1,400 homeowners registered for the lottery between December 1 and 15, each receiving a unique number upon entry. The winning numbers, drawn at random, correspond to homeowners who will now have the opportunity to receive up to $10,000 in home repairs. Before the funds are distributed, the Department of Real Estate and Housing will confirm the eligibility of the selected homeowners.

The Wilmington Homeowner Repair Program, funded with approximately $1.7 million, is designed to aid those who need it most. As such, there are income eligibility limits in place, and applicants must reside in and be the legal owner of the property in question. The city estimates that around 170 homeowners will benefit from this program.

The lottery system ensures an equal chance for all registered participants. However, those not selected in this week’s drawing will have another chance in March. They will need to re-register for the second lottery, during which the remaining 85 homeowners will be selected.

City officials present at the drawing included Tina Betz, Cultural Affairs Director; Yesinia Tavares, Director of Communications and Media Relations for Wilmington City Council; Ashley Christopher, Special Assistant to the Mayor and HBCU Week Coordinator; and Traci Owens, Executive Administrative Assistant to Wilmington City Council.

The city’s initiative comes at a crucial time when many homeowners are grappling with the financial strain brought on by the pandemic. By providing much-needed assistance for home repairs, the Wilmington Homeowner Repair Program offers a glimmer of hope for a fresh start in the new year.
