Two Men Arrested in Connection With May Shooting Incident in Wilmington

WILMINGTON, DE — Wilmington Police have apprehended two men alleged to be involved in a shooting incident that occurred on May 25, 2023.

The incident took place around 3:55 p.m. in the 200 block of North Franklin Street, where police discovered a 34-year-old male with gunshot wounds. The victim was promptly transported to the hospital and remains in critical condition.

Detective Douglas Rivell from the Criminal Investigations Division, along with Detectives Brendan Wham and Devon Jones, identified 24-year-old Nyair Small as a suspect. After presenting the case to the New Castle County Grand Jury on November 6, 2023, an indictment for Small was returned. The following day, Small was arrested without incident by members of the Criminal Investigations Division and Crime Gun Intelligence Center.

Further investigations by Detectives Wham and Jones led to the identification of a second suspect, 24-year-old Philip Harris-Randolph. An indictment for Harris-Randolph was returned after the case was presented to the New Castle County Grand Jury on December 18, 2023. Harris-Randolph was subsequently arrested in New Jersey on December 21 and extradited to Delaware on January 2.

Small faces several charges, including six counts of first-degree attempted murder, six counts of possession of a firearm during the commission of a felony, possession of a firearm by a person prohibited, first and second-degree conspiracy, and receiving stolen property over $1,500. He has been arraigned in New Castle County Superior Court and committed to the Howard R. Young Correctional Institution, with bail set at $650,000 cash-only.

Harris-Randolph has been indicted on similar charges and his bail is set at $821,000 cash-only. He too, was arraigned in the New Castle County Superior Court and has been committed to the Howard R. Young Correctional Institution.

It is crucial to note that these are allegations, and both Small and Harris-Randolph are presumed innocent until proven guilty in a court of law. The charges are merely accusations, and the defendants’ guilt will be determined by the court.
