Three Arrested in Connection with Wilmington Shooting Incident

WILMINGTON, DE — Wilmington Police have apprehended three individuals following an investigation into a shooting incident that occurred on West 3rd Street. No injuries were reported from the incident.

The event took place on January 17 around 6:02 p.m., prompting a response from members of the Uniformed Services Division. The case was subsequently assigned to Detective Brendan Shea of the Criminal Investigations Division.

Through his investigation, Detective Shea identified two suspects, 19-year-old Marlen Cisney and a 15-year-old male juvenile. Arrest warrants were issued for both individuals. On January 25, members of the Gun Intelligence Unit arrested Cisney without incident.

Following Cisney’s arrest, a search warrant was executed at the location of the shooting, leading to the arrest of the 15-year-old male juvenile and 18-year-old Marquis Johnson-Cisney. A loaded 9mm handgun was recovered at the scene. An additional search warrant was executed on West 31st Street, where another loaded 9mm handgun was found.

Cisney faces multiple charges, including first-degree attempted murder, possession of a firearm during the commission of a felony, carrying a concealed deadly weapon, second-degree conspiracy, and discharging a firearm on a city street. He is currently held at the Howard R. Young Correctional Institution on a $1,070,000 cash-only bail.

The 15-year-old male juvenile has been charged with first-degree reckless endangering, two counts of possession of a firearm by a person prohibited, possession of a firearm during the commission of a felony, second-degree conspiracy, tampering with physical evidence, and discharging a firearm on a city street. He is being held at the New Castle County Juvenile Detention Center on a $95,000 cash-only bail.

Marquis Johnson-Cisney has been charged with tampering with physical evidence. He was released on a $2,000 unsecured bail.
