CHESTER, PA — In a pivotal move to steer Chester out of its financial turmoil and into a brighter future, the City of Chester has appointed Thomas Moore as the new Chief of Staff. Moore, a seasoned public administrator with extensive experience in both local and federal government roles, steps into his position with a clear mandate: to revitalize Chester and navigate it towards economic stability and growth.
Moore’s appointment was confirmed on Wednesday, following an extensive selection process that saw 96 applicants vying for the role. His selection by City Receiver Michael Doweary, Mayor Stefan Roots, and the City Council underscores their confidence in Moore’s ability to tackle the city’s pressing challenges. Moore, who has been a Chester resident for 23 years, is set to begin his duties on September 30.
Bringing with him a history of successful public service, Moore served as Chester’s Director of Economic Development and Chief of Staff between 2004 and 2011, after which he joined the Chester Water Authority as Director of Business Development and Information Technology. His accomplishments in Chester include contributions to significant developments such as the Wharf at Riverton and Harrah’s Chester Casino.
The historical city of Chester, known for its cultural diversity and rich heritage, has been under financial distress, operating under the Commonwealth’s financial oversight since 1995. The appointment of Moore comes at a crucial time as Chester grapples with multimillion-dollar deficits, significant pension obligations, and underinvestment in infrastructure. In 2022, the city filed for Chapter 9 bankruptcy under the guidance of Receiver Doweary.
Moore’s return to the role of Chief of Staff, also referred to as the city administrator, is seen as a strategic step in strengthening city operations. His responsibilities will include ensuring that city employees perform effectively, implementing robust operational controls, and maintaining efficient administrative procedures.
Expressing gratitude for the trust placed in him, Moore stated, “As a resident of Chester, I know that what happens in City Hall directly impacts people in varied and deep ways. This is a unique opportunity at a critical time to make a difference in the City’s future.”
Mayor Roots emphasized the importance of Moore’s local connections and extensive experience, stating, “Thomas Moore’s deep-rooted connections to Chester, coupled with his decades of experience in economic development, make him the best choice for our city during this crucial time.”
Moore replaces Leonard Lightner, who resigned in July, with Fire Commissioner JP Shirley temporarily filling the role. As Moore prepares to take office, the city’s leadership is optimistic about his potential to bring about meaningful change and guide Chester towards recovery and renewal.
