PHILADELPHIA, PA — The City of Philadelphia Department of Aviation has announced the recent appointment of Donna Jackson-Stephans as their first-ever Deputy Director for Diversity, Equity, and Inclusion (DEI). She will be overseeing DEI initiatives at both Philadelphia International Airport (PHL) and Northeast Philadelphia Airport (PNE).
Jackson-Stephans, who has built an impressive 25-year career centered on DEI in municipal government, will report directly to Chief Administrative Officer Delicsha Wilds.
Wilds expressed her excitement about the new appointment, stating, “Donna has dedicated her career to the field of diversity, equity, and inclusion. She is a champion for both organizational and individual change and has strived to dismantle systemic racism and promote inclusive policymaking with a focus on racial healing.”
In her new role, Jackson-Stephans will lead the airports’ DEI initiatives, Workforce Development program, and the Racial Equity Advisory Council (REAC). Her responsibilities include creating and implementing programs that ensure equal possible outcomes for every individual.
Before joining the Department of Aviation, Jackson-Stephans spent 20 years in the City of Austin, Texas, where she spearheaded workforce development, executive leadership development, succession planning, and DEI initiatives within a complex political environment. Her experience spans over a decade in enterprise departments.
Jackson-Stephans holds a Master of Science in Human Resources from Texas State University, where she graduated with honors. Her efforts to deepen organizational conversations beyond diversity and bias to systemic inequities have been recognized in the LinkedIn 2021 Government Workplace Learning Report.
The appointment of Jackson-Stephans marks a significant step in the City of Philadelphia Department of Aviation’s commitment to fostering a diverse and inclusive environment. Her extensive experience and dedication to DEI make her a valuable addition to the team.
