PHILADELPHIA, PA — Big changes are afoot in the City of Brotherly Love’s aviation sector, as the Department of Aviation (DOA) at Philadelphia International Airport (PHL) and Northeast Philadelphia Airport (PNE) reshuffles its top brass and introduces new expertise to its leadership cadre.
Api Appulingam, former Deputy Director of Aviation, Capital Development is now the Chief Development Officer, a newly minted role at DOA. Appulingam boasts a formidable track record in directing a multi-billion-dollar initiative aimed at making crucial upgrades and developing fresh infrastructure at both PHL and PNE. Her projects encompassed a broad spectrum – from architecture and engineering to environmental planning and sustainability. Under her stewardship, PHL became Pennsylvania’s first airport to reach Level 2 ‘Reduction’ in the Airport Carbon Accreditation program.
“Capital Development has reached a crucial point in DOA’s future,” Atif Saeed, CEO of PHL and PNE commented on Appulingam’s promotion. “The focused attention on 2026 and the proposed Master Plan Update, Api’s successful leadership in driving innovation makes her a fitting choice for this new role.”
Also stepping into a new role is Mike Morris, the newly-minted Vice President of IT Client Engagement. His primary field of operation will be Software Engineering, the IT Helpdesk, and the IT Project Management Office within the Airport’s IT unit. Morris will bridge the gap between the Airport’s needs and the IT department’s capabilities.
Keesha Lane has ascended to the role of Director of Community Engagement and Outreach. Lane brings her exceptional skills in community outreach within the airport’s catchment areas and engagement management. The DOA’s welcoming spirit extends to Milaris Florian, the newly appointed Director of Safety Management Systems (SMS), a seasoned expert with a deep understanding of security, safety, and airport operations.
