New Castle Man Arrested Following Alleged Shooting Incident

NEW CASTLE, DE — A 19-year-old man from New Castle, Delaware, was arrested on Monday afternoon following an alleged shooting incident, according to the New Castle County Division of Police.

Patrol officers were dispatched to the unit block of Cahalan Road at around 3:15 p.m. on January 8, 2024, where they discovered an 18-year-old woman with a gunshot wound to her leg. Quick-acting officers applied a tourniquet and began treating the victim who was subsequently transported to a local hospital. She is currently listed in stable condition.

Detectives took over the scene for further investigation. According to interviews with witnesses, the suspect, identified as Tom Cebastien Noel, arrived at the Cahalan Road residence at 3:00 p.m. An argument ensued between Noel and a male acquaintance within the home. During the altercation, Noel allegedly brandished a firearm and threatened a female present in the house. He is then believed to have shot the woman before fleeing the scene.

Members of the Mobile Enforcement Team later located Noel near the Castlebrook Apartments. He was taken into custody and transported to the New Castle County Police headquarters. Noel has been charged with one felony count of assault in the first degree and one felony count of possession of a firearm during the commission of a felony.

Noel was arraigned by Justice of the Peace Court 2 and is currently being held in lieu of $120,000 cash bail. The investigation into this incident remains active and ongoing.
