PHILADELPHIA, PA — Philadelphia, brace for a significant traffic shake-up next week. The Pennsylvania Department of Transportation (PennDOT) has announced scheduled nighttime construction on Interstate 95, marking the onset of a major closure under the ambitious $329 million Central Access Philadelphia (CAP) Project.
The project, aimed at replacing and expanding the covered area over I-95 at Penn’s Landing in Center City Philadelphia, will necessitate periodic double lane closures on both northbound and southbound I-95 between Market Street and South Street from Monday, February 19, through Thursday, February 22, from 9:00 PM to 5:00 AM.
Furthermore, starting 6:00 AM Monday, February 19, until Monday, March 11, the Market Street ramp to I-95 South will be closed. Detour signs will guide motorists to the on-ramp to I-95 South at Morris Street via southbound Columbus Boulevard. Trucks will be rerouted to continue south on Columbus Boulevard, using Oregon Avenue and Front Street to access the on-ramp to I-95 South.
These closures are designed to facilitate the installation of temporary barriers and prepare for a larger closure of I-95 South from 5:00 PM Saturday, February 24, to 5:00 AM Monday, February 26, between I-676/Callowhill Street (Exit 22) and the Morris Street on-ramp in Philadelphia.
Motorists are advised to steer clear of the closure area. With significant backups and delays expected on I-95 and several surface streets nearby, patience and planning will be key. Electronic message boards on major regional arteries will provide updates and alternate routes.
The CAP Project, once complete, will enhance pedestrian and multimodal connections between Center City and the waterfront. The plan includes an 11.5-acre Park at Penn’s Landing, spanning I-95 and Columbus Boulevard, complete with gardens, play areas, and a mass-timber Pavilion. In addition, a new signature bridge at South Street will connect cyclists and pedestrians to the newly completed Delaware River Trail.
