Honoring a Legacy: The Frank W. Muller, Jr. Memorial Scholarship for Paramedic Education

NORTH EAST, MD — The Muller family, a longtime pillar of community service in Cecil County, has created an endowed scholarship with the Cecil College Foundation in memory of Frank W. Muller, Jr., who passed away in November.

This scholarship fund will continue to accept donations, providing ongoing financial assistance to students pursuing paramedic training and certification at Cecil College.

Robert Muller, along with his late father and grandfather, has dedicated himself to ensuring that emergency services are available to Cecil County residents and that the next generation has access to training and licensing opportunities.

“The scholarship honors the dedication and service of Frank Muller, who saw the implementation of Paramedic education in Cecil County, which was an integral part of our EMS system and its growth in service to meet the needs of our community. This opportunity to help students meet their potential and grow in the EMS profession extends his vision into the future, ensuring a legacy of shaping the EMS profession and helping our communities,” said Mr. Muller, B.S., NRP, MICRB-E. Mr. Muller is President of the Harford Cecil Volunteer Firemen’s Association, Vice-President of the Cecil County Firemen’s Association, and the EMS Captain for the Singerly Fire Company in Elkton.

Frank W. Muller, Jr. joined the Singerly Fire Company at 16 and later earned his EMT-A certification in Ocean City, Md. He returned to Cecil County to teach the first “Cardiac Rescue Technicians,” laying the foundation for advanced life support in the area.

As a Cecil County Sheriff Patrol Corporal, Frank implemented a Deputy-Medic Program, allowing officers to assist victims more quickly. This program became a model across Maryland. He also founded the Cecil County Paramedic Foundation to fund the education of advanced life support providers in the county.

Frank Jr. was inducted into the Maryland State Firefighters Association Hall of Fame and the Harford – Cecil Counties Volunteer Firemen’s Association Hall of Fame. He also received the Maryland EMS Lifetime Achievement Award.

The Frank W. Muller, Jr. Memorial Scholarship aims to advance paramedic education for Cecil County residents and volunteer fire company members. Recipients must be Cecil County residents, enrolled in the Paramedic Program at Cecil College, and maintain a 2.0 GPA.
