Governor Carney Signs Bills to Enhance Safety in Delaware

WILMINGTON, DEGovernor John Carney, joined by members of the General Assembly and advocates, signed a significant package of bills on Thursday aimed at improving safety in Delaware’s neighborhoods and higher education campuses.

The legislation includes House Bill 311, House Substitute 1 for House Bill 342, House Substitute 1 for House Bill 270, and House Bill 155. These measures focus on various aspects of public safety, particularly concerning gun violence.

“We’ve made a lot of progress to keep our communities safer since the start of this administration,” stated Governor Carney. He emphasized the crucial role of advocates and legislative partners in achieving these safety measures.

Lt. Governor Bethany Hall-Long underscored the urgency of addressing gun violence, citing its devastating impact on families. “Gun violence has caused far too many families to live with an empty seat at their kitchen table. We have to say enough is enough.”

House Bill 311 bans firearms on college campuses, aiming to create safer educational environments. House Bill 270 enhances the safe storage of ammunition in stores, and House Bill 155 strengthens the safe storage of firearms in vehicles. House Bill 342 introduces a voluntary do-not-sell registry to prevent individuals in crisis from purchasing firearms.

Representative Krista Griffith highlighted the issue of stolen firearms, with over 600 guns stolen from cars in Delaware in recent years. She praised the signing of House Bill 155 and other safety measures as essential steps to prevent firearms from falling into the wrong hands.

Senate President Pro Tempore Dave Sokola lauded the General Assembly’s commitment to reducing gun violence. “With Governor Carney signing this slate of common-sense gun safety legislation today, we will further raise the level of responsible gun ownership in the First State and give Delawareans a greater sense of security.”

Traci Manza Murphy, Executive Director of the Delaware Coalition Against Gun Violence, and Janet Caruccio, a volunteer with Moms Demand Action, both expressed gratitude for the new legislation, emphasizing its importance in protecting communities and reducing gun violence.

This legislative package represents a significant step towards enhancing public safety and responsible gun ownership in Delaware.
