WILMINGTON, DE — Wilmington Police have arrested a contractor from Elsmere on charges of home improvement fraud, bringing to light concerns about vetting processes and the need for caution when engaging home improvement services.
On October 31, 2023, police responded to a report of alleged home improvement fraud on the 1300 block of Cedar Street in Wilmington. The case was assigned to Detective Michael Hayman of the Criminal Investigations Division, whose investigation led to the arrest of 29-year-old Jonathan Lebron, owner of Lebron Construction, LLC, earlier this month.
Lebron had reportedly agreed to carry out a renovation on the complainant’s house in July 2023, with completion due by October of the same year. The victim paid Lebron just over $34,000 for the work. However, according to the allegation, the renovation was not completed, and the contract was not fulfilled. The victim’s money was also not reimbursed.
These allegations culminated in Lebron’s arrest on February 5, 2024. He was taken into custody without incident and has been charged with Home Improvement Fraud Untrue Statement of Material/Facts Over $1,500 and Home Improvement Fraud by False Pretense Over $1,500.
Following his arraignment in Justice of the Peace Court 20, Lebron was released on $2,000 unsecured bail.
As always, it is important to remember that an arrest or charge is not a declaration of guilt. Lebron, like all individuals facing potential criminal charges, is presumed innocent until proven guilty in a court of law.
As the case progresses, more information may emerge that could alter the current understanding of the situation. Updates will be provided as they become available.
