DELAWARE — Delaware Secretary of State Jeffrey Bullock has suspended the license of a Delaware-certified massage technician, Robert D. Leech, following allegations of sexual misconduct with his clients.
The decision came on the heels of a complaint filed by the Delaware Department of Justice, citing that Leech had allegedly exploited his professional position to impose unwelcome sexual acts on multiple clients. Four victims have reportedly lodged complaints with the Delaware State Police following the incidents.
Adding fuel to the fire, Leech has also been accused of running an unlicensed massage establishment.
Secretary Bullock signed the order suspending Leech’s license on December 29, 2023, in agreement with the president of the Delaware Board of Massage and Bodywork.
Leveraging Delaware Code Title 24, the secretary has the power to issue a temporary suspension if a licensee’s activities pose a clear and immediate threat to public health, safety, or welfare. According to this provision, Leech’s suspension will stay in effect for a period of 60 days, pending disciplinary hearings or final disposition.
During these hearings, the Board of Massage and Bodywork holds the authority to impose disciplinary sanctions, which can escalate to the revocation of a practitioner’s license.
