Delaware Expands Clean Transportation Incentive to Include Used Electric Vehicles

DOVER, DE — The Delaware Department of Natural Resources and Environmental Control (DNREC) announced on May 1 that its Clean Transportation Incentive Program will now extend rebates to purchasers of used plug-in hybrid and battery electric vehicles. This expansion is part of Delaware’s comprehensive Climate Action Plan designed to cut down on transportation emissions and enhance air quality across the state.

DNREC Secretary Shawn M. Garvin outlined the initiative as a pivotal move in the state’s efforts to encourage environmentally friendly transportation solutions. “The electric vehicle market has expanded and there are now many models of affordable used electric vehicles offered for sale by dealerships,” Garvin noted, emphasizing the importance of making electric vehicles more accessible to Delaware families.

Since launching in 2015, the Clean Transportation Incentive Program has distributed approximately $12.88 million through nearly 5,500 rebates, signaling a robust interest and investment in cleaner transportation by Delawareans. The new extension aims to capture the growing market of used electric vehicles, which presents a cost-effective alternative for individuals looking to transition to electric mobility without the higher price tag of a new vehicle.

To be eligible for a rebate, used battery electric and plug-in hybrid vehicles must fulfill specific criteria, including being purchased from a licensed dealership, having a fair market price under $40,000 as determined by Kelly Blue Book, and being within eight model years of the current year. All vehicles must also be registered in Delaware.

For those considering this eco-friendly shift, DNREC has updated its website with eligibility requirements and a list of qualifying vehicles to streamline the process for potential buyers.

In a bid to make new electric vehicles even more appealing, DNREC has introduced a tiered rebate structure for new electric vehicle purchases or leases starting May 1. The structure offers up to $2,500 for new battery electric vehicles priced at $40,000 or less, with scaled amounts for different price ranges and vehicle types, including plug-in hybrids.

This program enhancement is scheduled to run through April 30, 2025, and is supplemented by federal tax credits available for many electric vehicle models, potentially saving purchasers up to $10,000 on qualifying vehicles when combined with state rebates.

Furthermore, DNREC is continuing its support for electric vehicle infrastructure through rebates for Level 2 charging stations. This initiative targets multi-family dwellings, public spaces, workplaces, and fleets, aiming to improve the accessibility and convenience of electric vehicle charging across the state.

Funded by Delaware’s participation in the Regional Greenhouse Gas Initiative (RGGI), the Clean Transportation Incentive Program reflects the state’s commitment to reducing greenhouse gas emissions and fostering sustainable transportation options. By incorporating used electric vehicles into the program, Delaware not only makes clean transportation more attainable for a broader segment of the population but also takes a significant step forward in its environmental stewardship and climate action goals.
