NEW CASTLE, DE — Cleon L. Cauley, Sr., Esq., has been named General Manager of the Department of Public Works in New Castle County. County Executive-Elect Marcus Henry announced the appointment, citing Cauley’s extensive experience in legal practice, public administration, and leadership roles within higher education and government sectors.

“His extensive experience and proven track record in managing complex operations at various government levels make him uniquely qualified to lead our Department of Public Works,” said Henry.

Cauley will direct key services within the department, including the maintenance and construction of sanitary sewer systems, stormwater management, park and property maintenance, building operations, and fleet services. He will also oversee emergency response efforts, ensuring operational efficiency and a high standard of service delivery for New Castle County residents.

Cauley’s career includes leadership roles such as Chief of Staff and Commissioner of Public Works for the City of Wilmington, Deputy and Acting Secretary for Delaware’s Department of Transportation, and Senior Vice President and COO at Delaware State University. Additionally, as a founding partner of Cauley & Cauley, LLC, he has excelled in litigation, compliance, and business consulting.

Holding a Juris Doctor from Howard University School of Law and dual bachelor’s degrees in Psychology and Business from Immaculata University, Cauley’s qualifications are well-suited to advance the department’s mission of enhancing infrastructure and improving public services.

His appointment exemplifies the County’s efforts to strengthen its leadership team and highlights the strategic importance of maintaining long-term sustainability and high-quality services for the community.
