Cecil County Council Enacts Key Resolutions to Boost Tourism, Economic Development, and Veterans Support

ELKTON, MD — The County Council of Cecil County enacted several important resolutions on Legislative Session Day 2023-21 held on Tuesday, November 21, 2023. These resolutions aim to boost tourism, enhance economic development, support veterans, and fund emergency services.

Resolution No. 57-2023

This resolution amends the Annual Budget and Appropriation Ordinance for fiscal year ending June 30, 2024. It provides a total of $11,000 to the Special Revenue Other Grants Fund, Office of Economic Development – Tourism. The grant, awarded by the Upper Shore Regional Council, will fund the “Winter Lights-Cecil Nights” Marketing Campaign in Cecil County.

Resolution No. 58-2023

This resolution provides a total of $54,272 to the Special Revenue Other Grants Fund, Office of Economic Development. The grant, awarded by the Maryland Department of Commerce, aims to supplement marketing costs and increase the impact of marketing activities beyond local funds’ ability.

Resolution No. 59-2023

Cecil County is designated as a Green Light for Veterans program participant. Businesses and residents are encouraged to display a green light from November 1-11, 2023, to honor veterans in observance of Operation Green Light for Veterans.

Resolution No. 60-2023

This resolution amends the Annual Budget and Appropriation Ordinance for fiscal year ending June 30, 2024, providing a total of $1,643 to the Highway Safety Fund. The grant, awarded by the Maryland Department of Transportation, Highway Safety Office, has two purposes: purchasing additional Pediatric Patient Restraint devices and impaired Driving Simulation Goggles to encourage the prevention of impaired driving.

Resolution No. 61-2023

This resolution provides a total of $68,850 to the Department of Emergency Services, Hazard Mitigation Project Fund. The grant, awarded by the Maryland Department of Emergency Management, will assist a resident in elevating his home 3 feet above Base Flood Elevation to reduce flood damage risk.

Resolution No. 62-2023

This resolution provides the Department of Emergency Services, Volunteer Fire Companies in Cecil County, with an additional $50,000 from the Unassigned Fund Balance to the previously awarded ARPA funds of $175,000 in FY2024 General Funds for the ongoing testing of equipment.
