ELKTON, MD — In a move aimed at bolstering the legal power of Cecil County and improving compensation for its personnel, the County Council has approved a Supplemental Appropriation resolution. The resolution, passed during the Legislative Session Day on Tuesday, December 19, 2023, will channel additional funds from the county’s General Fund to the State’s Attorney Office.

Under Resolution No. 64-2023, a total of $333,000 will be added to the State’s Attorney Office’s budget for the fiscal year ending June 30, 2024. This substantial financial boost will fund three currently vacant positions within the office and provide a cost-of-living adjustment (COLA) for staff.

The three roles to be filled, namely the Line Assistant State Attorney, General Felony Prosecutor, and DC DV Prosecutor, account for $198,000 of the appropriation. Filling these positions is expected to strengthen the office’s ability to manage its caseload effectively and reduce any existing case backlog.

The remaining $135,000 will be allocated towards a COLA for the office’s employees. This adjustment is crucial in maintaining competitive salaries within the State’s Attorney Office, especially in light of the upcoming $10,000 salary enhancement. Without the COLA, the enhancement would not have been adequate to keep Cecil County’s compensation competitive with other jurisdictions.

This resolution is part of the broader efforts by the County Council to ensure that Cecil County’s legal apparatus is robust and its personnel are fairly compensated. It is hoped that these measures will result in improved efficiency and effectiveness in dealing with legal matters in the county.

Copies of the resolution are available for review both online on the Cecil County Government website and physically at the County Administration Building in Elkton, Maryland. Residents are encouraged to familiarize themselves with the changes, which signal an important investment in the county’s legal infrastructure.
