NORTH EAST, MD — Cecil College is mourning the passing of Dr. Robert L. Gell, a visionary leader, steadfast public servant, and champion of education, who served as President of the institution for more than 22 years. Dr. Gell, whose tenure shaped the College’s trajectory and enriched the broader community, passed away on Saturday, March 22.
Dr. Gell’s association with Cecil College began during a challenging chapter in its history. On March 11, 1978, he assumed the role of Interim President at a time when the College, then known as Cecil Community College, faced declining enrollments, deferred accreditation visits, and stalled funding for capital projects. Despite these obstacles, Dr. Gell demonstrated exceptional leadership, transforming the College into a thriving center of education and culture.
“Dr. Gell’s commitment to public service, education, and community will not be forgotten. His legacy lives on in the continued success and growth of Cecil College, a testament to his vision and unwavering commitment to education,” reflected Cecil College President Mary Way Bolt.
Under Dr. Gell’s leadership, Cecil College established significant academic and cultural programs. Among these was the Nursing Program in 1981, which became a defining feature of the College’s offerings. That same year, the Covered Bridge Theatre Company was founded, enhancing opportunities for artistic expression. Further efforts to support families and young learners led to the creation of the Family Support and Education Center in 1988, the Kids in Kollege Summer Youth Program in 1990, and the College Bound Program in 1996, which partnered with Cecil County Public Schools.
Dr. Gell also left a profound impact on the College’s infrastructure. During his presidency, he oversaw the construction of major facilities such as the Physical Education and Activities Building in 1979, the Elkton Center for Continuing Education in 1983, and the Community Cultural Center in 1991. Notable renovations included the Arts and Sciences Building in 1994 and the addition of the Technology Center in 1999. These projects enhanced the college experience for students and expanded the College’s ability to serve the community.
Dr. Gell’s influence extended beyond Cecil College, earning him widespread recognition. Highlights of his career included being named Outstanding Chief Executive Officer of the Year for the Northeast Region by the Association of Community College Trustees in 1987 and Executive of the Year by the Cecil County Chamber of Commerce in 1999. He also played a pivotal role in higher education across Maryland, serving as a founding member of the Maryland Association of Community Colleges and a past President of the Maryland Council of Community College Presidents.
His global leadership presence included representing Maryland in state-led delegations to Japan and Eastern Europe. His fiscal prudence further secured the College’s future, with the Cecil College Foundation’s endowment exceeding $1 million during his tenure. Today, the foundation continues to honor his legacy through the Dr. Robert L. Gell Scholarship, a fund supporting students with financial need.
Dr. Gell retired in June 2000, leaving behind a legacy of innovation, growth, and dedication. Recognizing his contributions, the College’s Board of Trustees conferred upon him the title of President Emeritus, acknowledging the indelible mark he left on the institution.
