MEDIA, PA — The Delaware County Council has appointed Barbara O’Malley as the new Executive Director of Delaware County, marking a significant leadership change within the county government. The announcement was made during the Organizational Meeting on January 2nd.
O’Malley was chosen after a nationwide search to fill the pivotal Executive Director position. Her selection is rooted in her extensive experience and proven leadership skills within the county government sector. She brings to Delaware County over 25 years of invaluable experience in public service and county government, most recently serving as the Deputy Chief Operating Officer for Montgomery County.
Her tenure includes impactful roles within Montgomery County Health and Human Services, the Montgomery County Health Department, and Aging and Adult Services for Montgomery County. O’Malley’s expertise also spans the management of grant-funded county services.
Upon her appointment, an enthusiastic O’Malley expressed her passion for county governance and eagerness to serve Delaware County’s residents. “I am honored to have been selected to help lead Delaware County’s skilled and talented team,” she said.
Marc Woolley, who had been serving as the interim Chief Administrative Officer, resumed his previous leadership role as Deputy Executive Director on January 2nd. The Council extended their gratitude to Mr. Woolley for his dedicated interim service over the past nine months.
Council Chair Dr. Monica Taylor expressed her excitement about the appointment, noting, “Council is thrilled to have Ms. O’Malley joining and leading the County Team as the Executive Director, bringing with her a great deal of experience, knowledge, and leadership in county government.”
As the County Executive Director, O’Malley will be responsible for the administration and management of departments of county government not directly managed by County Council. Her duties will include supervising departments, authorizing and accounting for county fund expenditures, preparing annual county operating and capital budgets, executing and enforcing council resolutions and orders, conducting intergovernmental liaison programs, and serving as the point of access for citizens’ requests and complaints about county services.
O’Malley’s term as Executive Director is for two years, with eligibility for reappointment to an unlimited number of terms. Her appointment ushers in a promising new leadership era for Delaware County as it begins 2024 under the combined guidance of O’Malley and Woolley.
