NORRISTOWN, PA — Montgomery County recently issued a Request for Expression of Interest (RFEI) as it seeks innovative proposals for the preservation and redevelopment of the historic Airy Street Prison and its surrounding property. Developers have until April 15, 2025, to submit their vision for transforming this 2.8-acre site located at the corner of DeKalb and Airy Streets in Norristown.
Built in 1851, the Gothic-style Airy Street Prison, designed by Napoleon LeBrun—who also created architectural landmarks like the Philadelphia Academy of Music—holds deep historical significance. The property includes not only the vacant prison but also an adjacent 192-space parking lot. The County aims to preserve the site’s historical character while promoting viable, sustainable redevelopment aligned with local economic and policy goals.
Montgomery County envisions entering a public-private partnership, wherein the County retains ownership of the land throughout the development process. Development teams will provide design, construction, and operational plans. Ideal candidates will demonstrate extensive experience in rehabilitating historic properties as well as commercial development expertise in Pennsylvania.
The initiative prioritizes proposals that balance economic feasibility with preservation, offering innovative solutions for a site that combines historical reverence with modern practicality. Qualified respondents are encouraged to apply through the County’s Procurement Portal.
