FORT INDIANTOWN GAP, PA — The Keystone State ChalleNGe Academy (KSCA) is currently accepting applications for its July 2025 class, providing a unique opportunity for Pennsylvania teens to enhance their education and personal development. The program, which partners the Pennsylvania Department of Military and Veterans Affairs (DMVA) with the National Guard Bureau, is designed to help academically struggling youth build leadership skills, self-discipline, and responsibility at no cost to families.
The academy caters to 16- to 18-year-old Pennsylvania residents who are not progressing in high school or are at risk of not graduating. To qualify, applicants must be drug-free, without felony convictions, and willing to voluntarily commit to the program. The structure includes a 22-week residential component at Fort Indiantown Gap in Lebanon County, followed by a 24-month mentorship in the cadets’ home communities.
“There is no tuition cost to attend. Meals, housing, uniforms, and school supplies are provided at no charge,” said Steve Grossman, KSCA director. He added, “It is truly incredible to watch our cadets grow into exceptional young men and women while here at the academy. I encourage anyone who has interest in our program to consider submitting an application or calling for more information.”
The program emphasizes a military-style structure and focuses on eight core components, including academic achievement, physical fitness, leadership, citizenship, job skills, and community service. Graduates leave the program with high school credentials, a GED, or additional credits toward graduation, enabling them to transition successfully into adult life. The academy’s commitment to fostering responsibility and personal growth has earned it national acclaim as a cost-effective, impactful program for at-risk youth.
Applications for the upcoming class can be submitted online through a new Eligibility Checker designed to ease the application process. Interested applicants may also request a mailed application by emailing RA-MVPACHALLENGE@pa.gov or calling 717-861-7767 or 717-861-8831. KSCA offers two classes annually, with open enrollment year-round.
Since its opening in July 2022 as Pennsylvania’s first Youth ChalleNGe Program, KSCA has added to a national legacy spanning nearly three decades. With 38 sites in 29 states and territories, more than 200,000 cadets have graduated from Youth ChalleNGe programs nationwide.
