HARRISBURG, PA — The Pennsylvania Department of Health (DOH) has announced expanded eligibility for free birth and death certificate applications for veterans and their families, effective December 30, 2024. This change is part of Act 137 of 2024, a bipartisan measure designed to provide greater support for those who have served in the military.

Under the new law, veterans discharged under conditions other than dishonorable are now eligible for fee waivers on these vital records. Previously, only veterans who were on active duty or had an honorable discharge qualified for the waiver. The change broadens access to include general military discharge classifications.

“For many Pennsylvanians who bravely served our country, this expansion ensures we honor their service by reducing obstacles during critical life events,” said Secretary of Health Dr. Debra Bogen.

Eligible veterans, their spouses, widows, and dependent children can now request up to ten free copies of birth or death certificates, which typically cost $20 per copy. The waiver applies to applications submitted with the required military documentation. Requests submitted before the effective date of the law will not be eligible for refunds.

This policy change follows the issuance of over 362,000 birth and death certificates to Pennsylvania residents in 2024. By extending this benefit, the state aims to further assist its military families during significant transitions.
