HANOVER, PA — Pennsylvania took another step toward enhancing economic growth and infrastructure with the opening of Utz Brands, Inc.’s Rice Distribution Center, a state-of-the-art 650,000-square-foot logistics hub, in Adams County. The new facility, which consolidates operations from six former Utz locations, is being heralded as a model of successful public-private collaboration, with Governor Josh Shapiro and PennDOT Secretary Mike Carroll joining Utz leadership to mark the occasion.
At this past week’s opening event, Governor Shapiro emphasized the importance of partnerships like the one behind this project in driving Pennsylvania’s growth. “From day one, my Administration has been focused on getting stuff done for Pennsylvanians and creating more jobs and economic growth across our Commonwealth,” Governor Shapiro said. “Utz’s decision to expand here in Central Pennsylvania is another demonstration of our commitment to creating a business-friendly environment, modernizing infrastructure, and collaborating across agencies to deliver results. Pennsylvania is open for business – and today’s announcement is a win for our Commonwealth.”
The Rice Distribution Center represents a major milestone both for Utz and for the regional economy in Hanover. By centralizing distribution operations, the facility retains 180 existing local jobs while creating new opportunities in the area. Equipped with advanced logistics capabilities, it is capable of managing 1.1 billion pounds of product annually — the equivalent of 18 billion snack food servings. Named in honor of Michael W. Rice, a third-generation leader of the company, the center includes 73 dock doors, 375 trailer parking spots, and an advanced warehouse management system designed for efficient operations.
Public and Private Collaboration Paves the Way
The success of the Rice Distribution Center was driven by a seamless partnership between Utz Brands and state agencies, led by the Shapiro Administration’s Office of Transformation and Opportunity (OTO). OTO played a pivotal role in bridging the gap between Utz and PennDOT to address key logistical and permitting challenges. Located at the border of multiple municipalities, the center required significant coordination of resources and infrastructure, including the installation of a new traffic signal to improve accessibility.
PennDOT, in coordination with OTO, committed approximately $1.5 million to install the traffic signal at the intersection of High Street and Kindig Lane. This comprehensive project involved engineering, design, utility work, and construction delivered within a tight timeline. “PennDOT is proud to support the infrastructure improvements that helped make this new facility possible,” said PennDOT Secretary Mike Carroll. “Investing in improvements like this new traffic signal not only facilitates economic development but helps keep our communities safe.”
The collaboration reflects the Shapiro Administration’s broader commitment to streamlining government processes and fostering a climate of growth and innovation. Over the past year, the Commonwealth has introduced initiatives to eliminate bureaucratic red tape and promote business competitiveness. These efforts include last month’s issuance of Executive Order 2024-04, which established the PA Permit Fast Track Program to accelerate approvals for key economic development projects.
A Vote of Confidence in Pennsylvania’s Economic Environment
Howard Friedman, CEO of Utz Brands, expressed gratitude for the cooperation that enabled the launch of the Rice Distribution Center. “Our new logistics center reflects our commitment to operational excellence and growth,” Friedman said. “This facility expands our capacity, enhances efficiency, and streamlines operations for our customers. We’re grateful for the collaboration with state and local partners that made this vision a reality.”
The opening of the facility serves as a testament to Pennsylvania’s efforts to position itself as a hub for business investment and job creation. By addressing infrastructure gaps, coordinating across agencies, and fostering a pro-business regulatory climate, the Commonwealth has solidified its reputation as a destination for enterprise development.
Building a Stronger Foundation for Growth
The Rice Distribution Center is a prime example of how targeted investments in infrastructure and collaborative governance can yield tangible benefits for businesses and communities alike. It not only bolsters the logistics capabilities of one of Pennsylvania’s most iconic snack brands but also charts a path for long-term regional development in Adams County.
Governor Shapiro highlighted the broader significance of this achievement. “This project is more than a building — it’s a demonstration of what’s possible when government and businesses work hand in hand,” he said. “We are creating a model of efficiency and progress that serves the people of Pennsylvania and ensures our Commonwealth remains a leader in economic innovation.”
With its focus on operational excellence and community partnership, the Rice Distribution Center lays the foundation for sustained growth in the heart of Pennsylvania. Such initiatives exemplify Governor Shapiro’s vision for an economically robust and business-ready environment, setting a standard for infrastructure and industry collaboration across the state.
