HARRISBURG, PA — Pennsylvania Attorney General Dave Sunday has announced legal action against James D. Martin, also known as Doug Martin, and his business, Martin Lawn Services, LLC, for alleged violations of consumer protection laws.
The lawsuit accuses Martin of failing to fulfill home improvement contracts, delivering substandard work, or not performing any services after accepting payment. Additionally, Martin is alleged to have entered into contracts with consumers after his business registration under the Pennsylvania Home Improvement Consumer Protection Act (HICPA) had expired.
Since 2022, Martin has faced at least seven court judgments related to these business practices. He is also currently facing a criminal case in Beaver County on charges of theft and deceptive business practices.
“This contractor took significant sums of money from hardworking Pennsylvanians hoping to improve their homes, then failed to honor the contracts,” said Attorney General Sunday. “He also knew he had to register as a contractor with our office, failed to do so, and kept taking on clients.”
Filed in the Beaver County Court of Common Pleas by Chief Deputy Attorney General Jesse F. Harvey, the lawsuit seeks to bar Martin from conducting business in Pennsylvania. It also demands restitution for affected consumers and the imposition of civil penalties.
The Attorney General’s Office has asserted that Martin violated both HICPA and the Pennsylvania Unfair Trade Practices and Consumer Protection Law.
