State Transportation Commission Adopts 2025 12-Year Transportation Program

HARRISBURG, PA — The State Transportation Commission (STC) recently adopted the 2025 12-Year Transportation Program (TYP), forecasting an $88 billion investment in Pennsylvania’s infrastructure over the next 12 years. This marks a 5% increase from the 2023 TYP, highlighting a significant commitment to enhancing the state’s transportation network.

The TYP serves as PennDOT’s mid-range planning tool, outlining statewide projects across all transportation modes and distributing funding over 12 years. It also documents PennDOT’s recent achievements, such as the modernization of train stations and the adoption of innovative technologies to bolster safety and efficiency.

“Transportation planning is a lengthy and collaborative process. By the time a new project starts in your neighborhood, it’s already several years old,” stated PennDOT Secretary Mike Carroll. “PennDOT is always seeking ways to improve transportation infrastructure, and we look forward to putting the next 12 years of improvements into motion for travelers around the state.”

Effective October 1, 2024, the new TYP projects the following funding allocations for the first four years:

  • $16.4 billion for state highway and bridge projects
  • $12.5 billion for public transit
  • $352 million for multimodal projects
  • $236 million for rail freight
  • $175 million for aviation

The development and review of the TYP involved collaboration with four Rural Planning Organizations, 19 Metropolitan Planning Organizations, and one independent county. Following its adoption by the STC, the plan has been submitted to the Federal Highway Administration (FHWA) and the Federal Transit Administration for review. The FHWA will work with the U.S. Environmental Protection Agency to ensure the plan meets air quality standards.

Public input played a crucial role in shaping the TYP, guiding investments across various transportation modes. The State Transportation Commission, chaired by PennDOT Secretary Mike Carroll, includes ten appointed citizens and the majority and minority chairs of the state House and Senate Transportation committees. Under Pennsylvania State Law, Act 120 of 1970, PennDOT is required to prepare, update, and submit the TYP every two years to the STC.

This comprehensive program aims to address the pressing needs of Pennsylvania’s transportation infrastructure, ensuring safe and efficient travel for residents and visitors alike.
