“Making state government more approachable for all citizens has been a focus of the Shapiro-Davis Administration since day one,” remarked DGS Secretary Reggie McNeil. - Streamlined Processes: The rescission of two common forms has reduced processing times by at least 10 days, alleviating unnecessary workloads for agencies and vendors alike.
- Support for Small Businesses: A collaboration with an online marketplace has enabled the state to spend approximately $650,000 on goods and services from small and local businesses since July 2024. Policy Directive 2024-01 further expanded the Small Business Reserve Program, allowing state agencies to make direct purchases of up to $25,000 from DGS-registered small businesses.
- Enhanced Professional Training: Over 4,500 procurement professionals across the Commonwealth have received updated training, equipping them with best practices to reduce delays and improve service delivery.
Further measures include the creation of specialized Invitation to Qualify (ITQ) contracts to expedite purchases for essential services. Notable examples include a Facilities Maintenance ITQ, which streamlines minor facility repair needs, and an Emergency Care Services ITQ to provide rapid support in times of crisis.
