Revolutionizing Pennsylvania Elections: New System Promises Security, Ease, and Transparency for Voters

HARRISBURG, PA — The Pennsylvania Department of State has announced that Civix, a leader in government technology solutions, will develop and implement a modernized election management system for the Commonwealth. This initiative aims to enhance election security, streamline administrative processes, and improve the voter experience across Pennsylvania.

The new system, set for full implementation by 2028, will replace the aging Statewide Uniform Registry of Electors (SURE) system, which has served as the backbone of voter registration management since 2003. While the SURE system has received periodic updates to maintain its reliability, the transition to a next-generation platform will address evolving technological and security needs.

“The Shapiro Administration prioritized procuring this contract as part of its continuing commitment to secure elections,” said Secretary of the Commonwealth Al Schmidt. “A modern, streamlined election management system is a critical tool that our 67 county boards of elections need, and our voters expect.”

The phased rollout will consolidate multiple election-related systems into a single integrated platform. It will replace current applications for voter registration, election night reporting, campaign finance, and lobbying disclosure, while also featuring a centralized public portal. This portal will offer residents easy access to voter resources, election data, and campaign information.

For election officials, the system is projected to improve administrative efficiency by enabling real-time updates, removing duplicate or outdated voter records, and ensuring data accuracy. Voters, meanwhile, will benefit from enhanced ballot tracking, improved online tools, and greater transparency in campaign finance and lobbying disclosures.

The decision to select Civix followed a thorough evaluation process. A multidisciplinary team of elections officials, IT specialists, and other experts assessed proposals from leading providers after a competitive bidding process. Civix, which has partnered with over 20 states to modernize election infrastructure, was chosen for its proven expertise and adaptable, cloud-based solutions.
