Revolutionizing Government Efficiency: How Pennsylvania’s Groundbreaking AI Program is Empowering Workers and Saving Time

PITTSBURGH, PAGovernor Josh Shapiro has unveiled the results of Pennsylvania’s first-in-the-nation Generative AI Pilot Program, which demonstrated the potential of artificial intelligence to enhance government efficiency while maintaining human oversight. Over the course of a year, 175 state employees from 14 agencies tested ChatGPT Enterprise for tasks such as research, writing, summarization, and IT support. The pilot revealed remarkable time savings, with employees averaging 95 minutes of recaptured productivity per day.

Launched in January 2024, the pilot program was part of the Shapiro Administration’s strategic effort to responsibly integrate AI into government operations. Conducted in collaboration with OpenAI and Carnegie Mellon University’s Block Center for Technology and Society, the study showed widespread benefits for employees in areas like policy development, human resources, information technology, and program management. Nearly half of the participants were first-time ChatGPT users, yet over 85% reported a positive experience, signaling strong adaptability and the tools’ user-friendly design.

Key findings of the program underscored AI’s ability to streamline workflows while reaffirming the need for human oversight. Administrative tasks such as drafting emails, condensing lengthy documents, and analyzing contracts saw significant improvement in efficiency. However, participants emphasized that AI serves as a complement to, not a replacement for, employee expertise.

Governor Shapiro, who has championed AI innovation as a “job enhancer,” highlighted the importance of thoughtful integration. “Pennsylvania is leading the way in responsibly integrating AI into government by giving Commonwealth employees access to tools that enhance efficiency while ensuring people remain at the center of decision-making,” he stated. “AI will never replace our workers. Instead, we’re equipping them with the best tools to do what they do best.”

Future-focused measures include expanded training for employees, further testing of AI applications in legal analysis and customer service, and continued oversight from the Generative AI Governing Board. The success of the pilot represents a model for other states, as Pennsylvania positions itself at the forefront of responsible AI integration within public services.
