Promotions Announced in the Pennsylvania State Police: Key Leadership Roles Filled

HARRISBURG, PA — The Pennsylvania State Police recently held a promotion ceremony on October 10, marking the advancement of several officers and administrative managers within the organization. Commissioner Colonel Christopher Paris announced the promotions, which include one captain, four lieutenants, and three administrative managers, recognizing their contributions and leadership potential.

Captain Laura M. Klinger has been promoted to the director of the Investigation and Operational Support Division within the Bureau of Forensic Services. Captain Klinger, who began her service with the State Police in 2002, has shown a trajectory of dedication and skill, moving from corporal in 2012 to sergeant in 2016, and lieutenant in 2019.

Lieutenant Dawn Carpenter will now serve as the commander for the Recruitment Services Section in the Bureau of Training and Education. Since enlisting in 2009, Lieutenant Carpenter has demonstrated her capabilities by rising to corporal in 2018 and sergeant in 2021.

In Troop J, Avondale, Lieutenant Daniel Covert steps into the role of station commander. Lieutenant Covert, who joined the State Police in 2008, has progressed through the ranks, achieving corporal in 2016, sergeant in 2018, and lieutenant in 2024.

Lieutenant Melissa Sanzick has been appointed as the assistant director of the Investigation and Operational Support Division in the Bureau of Forensic Services. Her service with the State Police began in 2003, and she was promoted to corporal in 2009 and sergeant in 2021.

Lieutenant Gary Williard, Jr., now the commander of the Staff Services Section in Troop H, Harrisburg, enlisted in 2002. He advanced to corporal in 2018 and sergeant in 2021, reflecting his steadfast commitment to the department.

Administrative roles have also seen changes, with Ann M. Deering promoted to Bureau Administrative Manager for the Bureau of Liquor Control Enforcement. Ms. Deering’s journey with the State Police began in 2012 as a clerk typist 2, progressing to clerical supervisor 1 in 2013, and later to administrative assistant 1.

Similarly, Jennifer K. Pennell has been elevated to Bureau Administrative Manager for the Bureau of Gaming Enforcement. She started her career in 2016 as a clerk typist 2 and quickly moved to clerk typist 3 by 2017.

Finally, Kathleen Popovich has been promoted to Troop Administrative Manager for Troop A, Greensburg. Ms. Popovich joined the State Police in 2006 as a clerical assistant 2 and advanced to clerical assistant 3 in 2013.

These promotions reflect the Pennsylvania State Police’s efforts to recognize and advance talent within their ranks, ensuring experienced and capable leadership in critical positions across the state.
