Promotions Announced in Pennsylvania State Police Leadership

HARRISBURG, PA — In a ceremony held on October 24, the Pennsylvania State Police recognized the promotion of several key personnel within its ranks, underscoring a commitment to excellence and leadership within the force. Colonel Christopher Paris, Commissioner of the Pennsylvania State Police, announced the advancements of one captain, three lieutenants, one administrative officer, and one troop administrative manager, each marked by distinguished careers and dedicated service.

Captain Kenneth F. Tallman has been promoted to lead the Special Services Division within the Bureau of Emergency and Special Operations. Having enlisted in 2002, Tallman has steadily ascended through the ranks, earning promotions to corporal in 2012, sergeant in 2017, and lieutenant in 2020. His leadership will now be instrumental in overseeing special operations critical to state safety.

Lieutenant Rachel K. Grant takes on her new role as director of the Commercial Vehicle Safety Division in the Bureau of Patrol. Since joining the State Police in 2011, Grant has demonstrated exceptional skill and dedication, receiving promotions to corporal in 2016 and sergeant in 2018. Her new position will involve spearheading initiatives to enhance vehicular safety standards across Pennsylvania.

Lieutenant Brian L. Palm has been appointed commander of the Internal Affairs Division-Intake Section within the Bureau of Integrity and Professional Standards. Palm’s career with the State Police began in 2012, with subsequent promotions to corporal in 2018 and sergeant in 2020, underscoring his commitment to upholding the integrity and ethical standards of the force.

Joining them is Lieutenant Michael T. Stahl, who will serve as section commander of the Special Services Division within the Bureau of Emergency and Special Operations. Stahl enlisted in 2009 and was promoted to corporal in 2018 and sergeant in 2020. His experience and leadership will be pivotal in managing special services operations.

Administrative Officer 1 Kelly J. Zoppa has been promoted within the Bureau of Patrol as the Bureau of Administrative Manager. Zoppa’s career, beginning in 1996 as a clerk typist 1, has been marked by a series of promotions, reflecting her steadfast dedication and administrative expertise.

Lastly, Lisa M. Zdunski has been promoted to Troop Administrative Manager at Troop E, Erie headquarters. Since starting as a clerk typist 2 in 2015, Zdunski has advanced, achieving the role of clerk typist 3 in 2018, and now steps into a managerial role that will be crucial for troop operations.
