Philadelphia Man Sentenced Up to 16 Years for Heroin/Fentanyl Trafficking in Butler County

PENNSYLVANIA — A Philadelphia man has pleaded guilty to trafficking heroin/fentanyl from Philadelphia to Butler County and will serve 8 to 16 years in state prison. The announcement was made on Tuesday by Attorney General Michelle Henry.

33-year-old Quinzal Powell trafficked more than a thousand bricks, each containing several bundles, of deadly heroin/fentanyl from Philadelphia for distribution by his associates in western Pennsylvania. Powell pleaded guilty to felony possession with intent to deliver on Monday in Butler County Court as part of a plea agreement.

Attorney General Henry emphasized the seriousness of Powell’s crimes, stating, “This upper-level trafficker traveled many miles to distribute bricks of fentanyl, valuing personal profits over the lives of Pennsylvanians dying every day from this extremely lethal substance. This case is another testament to the power of law enforcement working together to remove predatory dealers from our neighborhoods.”

The investigation was a collaborative effort involving Butler County District Attorney Richard Goldinger, Butler County Detectives, and Butler City police. They determined that Powell brought multiple shipments of heroin/fentanyl to Butler County throughout 2020 for distribution by two charged cohorts, Desirae Feitl and Crystal Pakutz.

On October 15, 2020, police stopped Powell’s vehicle and discovered 1,150 bags of stamped fentanyl hidden under a center console during a search.

Feitl had previously pleaded guilty to one count of felony possession with intent to deliver. She was sentenced to 6½ to 16 years of incarceration in December of 2022 for her involvement in the organization. Pakutz’s case remains pending, and she is presumed innocent until proven guilty.

The case was prosecuted by Senior Deputy Attorney General Kara J. Cotter.
