Pennsylvania’s Outdoor Boom Brings $19 Billion Windfall and 168,000 Jobs!

HARRISBURG, PA — Pennsylvania’s outdoor recreation industry experienced remarkable growth in 2023, contributing $19 billion to the state’s economy and representing 2 percent of the Commonwealth’s gross domestic product. The sector also supported over 168,000 jobs, providing $9 billion in wages and salaries, according to newly released data from the U.S. Bureau of Economic Analysis.

Governor Josh Shapiro emphasized the economic and cultural significance of this thriving industry. “My Administration is committed to supporting and growing the outdoor recreation industry, which strengthens local economies, creates jobs, and enhances the quality of life for Pennsylvanians and visitors alike,” Shapiro stated. “By investing in outdoor recreation, we’re not just creating economic opportunity but also celebrating the natural beauty that makes Pennsylvania so unique.”

The Shapiro Administration has prioritized expanding this economic sector through several initiatives:

  • Record Investments: Secured historic funding to improve state park and forest infrastructure.
  • Office of Outdoor Recreation: Established to strengthen and grow Pennsylvania’s outdoor economy.
  • Tourism Promotion: Increased funding to position the state as a premier destination for outdoor activities.
  • Economic Development: Launched programs to create jobs and foster long-term growth in recreation-related businesses.

“These investments show that outdoor recreation is more than just an enjoyable pastime — it’s a thriving industry that supports businesses, creates jobs, and generates substantial economic output across Pennsylvania,” added Nathan Reigner, Director of Outdoor Recreation for Pennsylvania.

To further engage businesses within the sector, the Office of Outdoor Recreation recently introduced the Elevate initiative. This program seeks input from outdoor recreation businesses and will gather insights through a webinar on December 11, where industry data and goals will be discussed.

The growth in outdoor recreation activities across Pennsylvania was supported by investments in cycling, water sports, and snow sports infrastructure, which experienced over 20 percent growth last year. Traditional activities like hunting, fishing, and archery continued to thrive, while festivals and outdoor events emerged as key drivers for tourism and local economies.

“Pennsylvania’s extensive trails and active transportation infrastructure are critical to the success of our industry,” remarked Milay Galvez, Director of Advocacy and Engagement at BikeCo. “These investments help businesses grow, foster community connections, and promote healthier lifestyles.”

Dave Pryor, co-founder of unPAved, highlighted the importance of outdoor events, stating, “Our natural resources and hardworking recreation managers create unique opportunities that bring thousands of visitors to communities across the state. These visitors don’t just come once — they return again and again.”

On a national level, the U.S. outdoor recreation economy contributed $639.5 billion to the GDP in 2023. Pennsylvania, ranking eighth in outdoor recreation economic output, demonstrates its leadership through strategic initiatives and partnerships, including with organizations like Ben Franklin Technology Partners.
