HARRISBURG, PA — Guibbonz Marcellus, a 43-year-old tax preparer from Chambersburg, Pennsylvania, has been sentenced to over two years in prison for his role in preparing false tax returns. The sentencing was handed down on April 12, 2024, by U.S. District Court Judge Jennifer P. Wilson, concluding a legal battle that saw Marcellus convicted on 23 counts of aiding and assisting in the preparation of fraudulent tax documents.
From 2013 to 2016, Marcellus operated M&M Confident Multi Services, a tax-preparation business where he engaged in deceptive practices to inflate his clients’ refund amounts. According to United States Attorney Gerard M. Karam, Marcellus manipulated figures on the tax returns he prepared, falsely claiming federal fuel-tax credits, business losses, and deductions for charitable donations and unreimbursed employee expenses. These misleading claims resulted in a total loss exceeding $208,000 to the government, demonstrating a significant breach of trust and legal responsibility.
The Internal Revenue Service, Criminal Investigation division, spearheaded the inquiry into Marcellus’s activities, uncovering the extent of his fraudulent schemes. The prosecution of the case was managed by Assistant U.S. Attorney Carlo D. Marchioli, with assistance from former Assistant U.S. Attorney Paul J. Miovas, ensuring a thorough examination of the evidence and a fair trial.
